Dr Ali Bin Fetais Al-Marri obtained his PHD in 1997 in International Law for his thesis “Boundaries in the Arabic Peninsula” from the Sorbonne University of France. He speaks both French and English in addition to his mother tongue Arabic. He served as the Attorney General of the State of Qatar from 2002 (A minister rank position) to 2021.
He assumed a number of positions, inter alia, Director of the Legal Department in the Amiri Diwan, Assistant Secretary General of the Qatari Cabinet and a participant of its weekly sessions (1997-1998). Also, he has worked as lecturer in the Qatar University in 1997 teaching International Law.
Dr Al-Marri is a member of a number of local and International Committees. He was a member of the committee codifying the Permeant Constitution of the State of Qatar, chaired the committee examining and revising International Contracts which the State of Qatar is a party, supervising them and follow up of the Arbitration cases, whether local or International. He was also a member in the Qatari Commission regarding the demarcation of Boarders between the State of Qatar and the Kingdom of Saudi Arabia. He was also a member of the Franco Qatari commission for military cooperation, the Qatari American Commission for Military Cooperation. He also worked as a lawyer representing his country before the ICJ in the case of the regional boundary dispute between Qatar and the Kingdom of Bahrain. He also chaired the committee codifying the draft law establishing the Public Prosecution of the State of Qatar and establishing its competence. And he chaired the committee preparing the draft law to establish the Supreme Judicial Council and the Independence of the Judiciary.
He also assumed a number of International designations: UN Special Advocate for Asset Recovery in 2012, a work which he continued until appointed a Special Advocate for the Prevention of Corruption in 2014. He is also a member of the UN International Law Commission since 2001, re-elected three consecutive times in 2006, 2011 and 2016.
He chaired a number of Regional and International Conferences, including the Franco Qatari Regional Conference for justice in 2004, World Summit for Attorney Generals in 2005, Sixth World Forum for fighting Corruption and safeguarding transparency 2009, Third Conference of the State Parties to the UN Convention against Corruption, 2009, the First Arab Forum on Asset Recovery 2014, and the International Association of the Anti-Corruption Authorities 2015.
He was awarded a number of awards, including Knight - National Order of the Legion of Honor, France; Officer - National Order of the Legion of Honor, France; The Medal of the Republic of Tunisia of the Great Order, Tunisia from President Moncef Al Marzoki; Medal of Honor of the Republic of Senegal, Lion of Africa from President Makki Sal; And the medal of leader from the King of Malaysia in 2019.
