Mr Fikrat Mammadov was born in 1955 in Baku City.

 

In 1977, he graduated from the Law faculty of Moscow State University, named after M.V.Lomonosov, and in 1988, from the Baku Social Management and Political Science Institute. He started his career in 1977 as Assistant District Prosecutor, then served as Department Prosecutor of the Baku City Prosecutor’s Office, as Senior Prosecutor of the General Prosecutor’s Office, and as Director of the Organization and Supervision Department. Then he continued his work in the Law Enforcement Department at the Highest Management Body (CP CC).

 

Later, he served as Director of the Legal Department of the General Prosecutor’s Office, as Prosecutor of the Sumgayit City, and in 1994-2000 as Deputy Prosecutor General; in April 2000, he was appointed Minister of Justice of the Republic of Azerbaijan. He was reappointed to this position for 4 times during formation of the new Governments.

 

Since 2005, he is the Chairman of the Judicial-Legal Council, being re-elected for this post several times.

 

After Azerbaijan regained its independence, he participated in the work of the Legal Reform Commission, chaired by the President of Azerbaijan.

 

He is a member of the State Anti-Corruption Commission of the Republic of Azerbaijan, which sets up an anticorruption policy.

 

He is the Vice-President of the UN Congress on Crime Prevention and Criminal Justice, a Senator and Honorary Member of the International Association of Prosecutors, Vice-President of the International Association of Anti-Corruption Authorities.

 

He represented Azerbaijan, chaired plenary sessions and delivered key-note addresses in many prestigious international forums.

 

For the contributions to the development of the judiciary Mr Mammadov was awarded with the Honorary Title of “Distinguished Lawyer of the Republic of Azerbaijan”. He was also rewarded with various state Orders and Medals of Azerbaijan, received medals and other awards from international organizations and foreign states.

 

He is also the Honorary Prosecutor of Azerbaijan.

 

He is fluent in Russian and English.
